Not certain that this is a bug, figured I'll post just in case. If you start a radar in a spot with a fully evolved Tem and encounter it at least once (in my case, Kilima Peaks Skunch), then go to a spot where its base form is (Thalassian Cliffs Skail), only the fully evolved Tem will appear, at possibly illegal levels.
